You should not plaster over a damp wall without first treating the underlying cause of the damp. Doing so always fails — moisture disrupts adhesion from the start, hygroscopic salts migrate to the new plaster surface causing staining and efflorescence, mould establishes behind the new finish, and the plaster eventually softens and falls away. The three main types of damp requiring different treatments are rising damp (requires chemical DPC injection), penetrating damp (requires repair of the defect allowing water entry), and condensation (requires improved ventilation and insulation). The correct sequence for rising damp is: confirm the diagnosis with moisture readings, install a new chemical damp proof course by injection, remove all old salt-contaminated plaster, allow the wall to dry, then apply salt-resistant renovating plaster. Specialist renovating plaster tolerates residual salts and moisture vapour during drying — standard plaster does not. Plastering should only proceed once the cause has been treated, defects repaired, and the substrate prepared correctly.
